Smart Cities in Aging Societies 高齢化社会におけるスマートシティ
Many urban areas in developed countries are facing significant and complex challenges in the coming years related to climate change, the green transition, and an aging population. Smart cities are often presented as part of the solution, where technology and digitization are claimed to play a central role. The authorities must make choices and decide on investments at a time when technological development is proceeding very fast and where there is an urgent need for a green transition.
A key issue is how decision-makers should take into account an increasingly aging population in order to prevent them being excluded from urban areas.
In what ways do smart cities support the social inclusion of older citizens? It is frequently asserted that smart technologies are key elements of smart cities. Is this true or does the technology lead to further exclusion? What about the ethics and the advanced technology? Is smart technology a threat to the right to self-determination?
The issue also touches upon a number of other major issues, such as retirement age, tax burden and health services. Predictability in terms of quality of life is important for democracy and stable governance and concerns us all.
The discussion will be followed by a Q&A session.

先進国の多くの都市部は、気候変動、グリーントランジション、高齢化などに関連した、重大かつ複雑な課題に直面しています。スマートシティは、テクノロジーとデジタル化が中心的な役割を果たすと主張され、解決策の一部として提示されることが多くあります。技術開発が急速に進み、グリーントランジションが急務となっている中で、政府はいかに投資をするか、選択が迫られています。
重要な点は、高齢者が都市部から排除されることがないよう、意思決定者はどのように考慮すべきかということです。
スマートシティは、どのような方法で高齢者の社会的包摂を支援できるのでしょうか。スマートテクノロジーはスマートシティの重要な要素であるというのは事実なのか、あるいは逆にさらなる排除を助長するのか。倫理と先端技術についてはどう考えるべきか。スマートテクノロジーは自己決定権を脅かすものなのか。
この課題は、定年、税負担、医療サービスなど、他の多くの大きな課題とも関連します。生活の質に関する予測可能性は、民主主義と安定した統治にとって重要であり、私たちすべてに関わる問題です。
